ROCKY MOUNTAIN CHALLENGE SERIES
2010 Rule Book

The Rocky Mountain Challenge Series is a regional touring series that allows competitors to gain experience on different types of asphalt oval tracks up to ½- mile in length. It is a high-quality, professional racing series that offers maximum opportunity at an affordable price. The motto of the series is to “Race Hard and Have Fun!”

One of the best parts about the Rocky Mountain Challenge Series is the proven concept of passing is racing and letting driving talent determine who wins, instead of who has the fattest wallet. The rules are based on a ‘stock car’ series model that allows the widest range of “Late Model” type stock cars to compete under a uniform set of rules. Driver skill, and the ability to set up your racecar for each track and every race, is the key factor to success. Plus, The Rocky Mountain Challenge Series is ideal for local and regional sponsor participation. The series can be utilized by sponsors for retail promotions, advertising, employee functions, and more.

These Late Model races are meant to be headliner events on the above listed dates with 2-3 additional classes scheduled to compete on the same evenings as part of the tracks weekly racing program. Our program will include practice sessions, qualifying, heat races and main events. Heat races will be run on every race night. RMCS feature main events will be 75 to 150-lap feature races, 12 lap heat races and all non-qualifiers events will be 20-Laps.

CAR NUMBERS: Numbers will be issued by the RMCS. If you purchase a number and don’t run an event in that season you will be subject to losing that number if a competitor asks for it. Each case will be looked at individually.

PIT PASSES: Back gate fees vary between tracks. Back gate fee is set by track, for track.

TIRES/WHEELS: Series approved tire: Hoosier 2040 is the approved tire for the RMCS. This tire is available through AAirco in Salt Lake City or Mike Minegar’s Auto Body in Boise, Idaho. You are allowed to purchase 6 tires for the first race and are allowed 2 tires per event. If you join the Series after one race you will be allowed 5 tires and after 2 races you will be allowed 4 tires. We will determine on longer events how many tires are allowed. The only tires allowed to run in the RMCS are 2010 Hoosier serial numbered tires at all times including practice during day of event. No practice tires allowed during any RMCS events.  If you are caught with non numbered tires during race day you will forfeit points and money from previous event. Tire soaking, or any kind of internal softening, will be prohibited. No chemicals can be applied to tires either by soaking or injecting. We will durometer stock tires hot and cold. If your tires durometer 5 points softer we will confiscate affected tires and withdraw points and money for the night.  Steel racing approved wheels only. Maximum 10” rims with any offset allowed.

DISCLAIMER: The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATIONS OF OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator, or official.  The race officials shall be empowered to permit minor deviation from any of the specifications herein or impose any further restrictions that in his opinion do not alter the minimum acceptable requirements. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATIONS OF SPECIFICATIONS. Any interpretation or deviation of these rules is left to the discretion of the officials. Their decision is final.  Continuous developments in racing may necessitate changes that cannot be anticipated at the time rules are formulated. Hence, if necessary, rules may be updated, modified, added to, or deleted at any time, as needed. In addition to this, the “Except in Rare Instances” rule will be in effect at all times.  RMCS intends for all cars to be competitive with each other. If you do something to your car that these rules have overlooked, and that RMCS feels gives you an unfair advantage over other competitors, you will be required to reverse these changes.  If there is a question on any rule herein, on specifics or clarification, the best “rule of thumb” is, if you do not see something specifically explained, consider it to be illegal, because RMCS will.

 RACE PROCEDURES:

SCORING DEFINITIONS  1. The term “Initial Green Flag” is defined as first green flag given to the start of the event. 2. The term “Official Green Flag” is defined as the green flag that competitors make one full lap thus no restart is necessary. 3. The term “Initial Starting Grid” is defined as the original starting grid based on qualifying for that race night. The “Official Starting Grid” is defined as the starting grid at the start of feature event after any cars have to be moved to a “Scratch” position per the rules. As a car falls out of the “Initial Starting Grid” then each car moves up one position in the “Official Starting Grid” for the purpose of “Passing Points”. 4. The term “Scratch” position is defined as a car that starts at the back of the “Official Starting Grid”. 5. The term “Passing Points” is defined as points awarded to participants based on their starting and ending positions on the “Official Starting Grid”.

SCORING POLICIES 1. Cars that are qualified into the starting grid will be allowed to start the event even after the green flag has been thrown to start the race. If a car starts the race late, the car will be moved to a “scratch” position and earn no passing points for the event but will be allowed finishing points. 2. All cars must be on track for the driver introductions to retain their starting position in the “Official Starting Grid”.   Any car not on the starting grid when driver introductions begin will have to start at the tail of the field in a “Scratch” position. Any car that misses the driver introductions will be allowed to take the “Initial Green Flag” but will start from a “Scratch” position at the back of the “Official Starting Grid”. Any car that enters the pit area after entering the track for the start of the driver introductions or before the “Initial Green Flag” is displayed will restart the race in a “Scratch” position at the back of the new starting grid. Have your cars race ready when entering the track for driver introductions. 3. Cars on the racetrack that receive the “Initial Green Flag” that are involved in a first lap incident will retain their original starting position for the restart AS LONG AS THEY REMAIN ON THE RACETRACK and do not enter the pit area.   Officials may move cars to the back of the starting grid at their discretion in the event of a first lap incident.    These cars that are moved to the back or visit the pit area will start in the back for the restart but will retain their starting position in the “Official Starting Grid” for the purpose of “Passing Points”.   If a car can’t make it back to the track after a first lap incident, it will be awarded finish points for last place in the event. 4. All qualified cars will receive “Passing Points” from the position they are in on the “Official Starting Grid”. If a car falls from the field for any reason after the initial green flag, THE ROW BEHIND THAT CAR WILL MOVE FORWARD into position for the official restart of the race.   An effort by the RMCS will be made to “criss-cross” the field in the event of a dropped out car before the event starts but not after the initial green has been thrown.   This rule is to give every driver an opportunity to earn their full “Passing Points” during the racing event. 5. Any car that transfers from a consolation main event or as a promoters option will start in a “Scratch” position and will not be awarded “Passing Points”.

LINEUP PROCEDURES  1. Qualifying Line-up: A qualifying order will be determined and used for each event.  If a car doesn’t qualify in their position, a one lap penalty can be assessed by the race director. Missing the mandatory pit meeting will result in loss of one qualifying lap.2. Qualifying Procedure: Each car will attempt to turn in two qualifying laps. The fastest time lapped will be the official qualified lap for competition. The fastest 20 cars are automatically placed into the feature field by time. The fastest 3 qualifiers plus a random qualifier will be sent to the tech station for a required tech inspection before being allowed to their pit area. One qualifying attempt per driver will be allowed. Once a car and driver enter the track that run is considered their qualifying attempt unless a timing malfunction necessitates another attempt as determined by RMCS officials.  3. Heat Line-up: Heat Races will be aligned by qualifying results. Maximum of 8 cars per heat race.   Fast Qualifier will be positioned in Heat Race 1, 2nd Fastest will be in Heat Race 2, 3rd Fastest will be in Heat Race 3, and then that order will be maintained with 4th Quick going into Heat Race 1 and filling out the heat race grid in that format.  1-8 cars = 1 Heat 9-16 cars = 2 Heats 17-24 cars = 3 Heats 25-32 cars = 4 Heats  Same rule will apply with more cars. Heat race lineup will be full invert with fastest in the back.   Officials will apply the one-second rule from fourth quick with those cars falling behind the qualified cars in the starting grid. 4. Feature Line-up: 24 cars will start the feature.   A fully inverted field will be placed in the feature with quick time starting in the 20th position. In the event there are more than 20 cars, the fastest 20 cars will automatically qualify for the feature with the remaining cars lining up for a 20-Lap or maximum 20 minute non-qualifiers race. The top four finishers in the non-qualifiers race (electing to transfer) will transfer to the rear of the 24-car starting grid. We will use a one second rule for feature line-up. If you qualified one second slower than 4th quick time you will line up behind quick time on the starting grid. If all qualifiers are within one second of 4th quick we will fully invert the field up to the 20-car limit. 5. Promoters Choice:  At select events the promoter may add a promoter’s choice to the feature field. Pay will be up to the track promoter.  The driver is ineligible for contingency awards. 6. B Main Line-up: The B Main will feature a straight up start with all non-qualified cars being placed in a B Main starting grid with fastest qualifiers in the front for the race.   No Passing Points will be awarded in the B Main finishing points.

TECHNICAL INSPECTIONS  1. Pre-Tech: Each car must pass technical inspection prior to the designated time at each RMCS event.  If the car does not meet the technical requirements, the driver will have opportunity to present his car again for technical inspection without penalty.  Each car must pass technical inspection prior to being allowed to compete in each RMCS feature event. It is highly recommended that drivers and cars use the tech equipment/station prior to the feature tech inspection to prevent issues during the final technical inspection. Tech Inspection after Feature: The top 5 feature main event finishers plus a random finisher outside the top 5 will be directed to the tech station for a required post race tech inspection.    2. Technical Inspection: The RMCS reserves the right to perform a technical inspection of any parts or vehicles at any time during a RMCS sanctioned racing event.   Drivers, owners and pit crews must comply with the request immediately or face disqualification from the event and/or forfeit of any prize money earned from the RMCS.   Cars are expected to pass all areas of the tech inspection performed by the RMCS staff after each qualifying, heat race and feature of the racing event. Scale pads will be placed by RMCS officials, a maximum of three attempts to make legal weight will be allowed.

RACING POLICIES  All races will use a single-file restart after a yellow/red flag. Lapped cars are placed in the respective running order with lead lap cars until the final 10 laps of an event.  At that point, ALL LEAD LAP CARS will be placed at the head of the restart line, while the lapped cars will be placed at the rear of the field in their current running order regardless of the number of laps down. If a lapped car elects to start at the back of the field instead of their position, they must have their spotter communicate to the RMCS officials that they are doing so and immediately drop to the back using the low side of the track. Lapped cars may be requested to move to the back of an event on a restart at the discretion of the RMCS officials. Failure to heed a black flag for mechanical reasons in any event results in the scoring to discontinue after two laps. A black flag for a driving violation results in the scoring to stop immediately on the lap the black flag was displayed.  The Series Flagman will designate the point at each track where the start and re-starts will take place.   DO NOT RACE BACK TO THE YELLOW!   All event scoring goes back to the previously completed green flag lap. Once the yellow comes out, all competitors should place themselves in a single file line. Do not pass any cars under yellow unless you are coming into the pits for emergency service and do not pass the pace car.  In an event where yellow flag laps have to be counted, the lap count will be frozen with 5 laps to go if the race is currently under yellow in an attempt to have a green flag finish. Cars involved in the yellow flag situation must go to the tail of the field. Track or series officials will move your car to its proper position if you are out of line, please do as they ask as quickly as possible. It does no good to question an official on the track, as they are not responsible for any scoring decisions. If the Race Director has to instruct a car to move into a position more than two times, that team will be fined $50 for the third time instructions are given and fined $100 for any additional instructions not followed after that.  There is no passing on the left on any start, until your car has reached the start / finish line, unless there is an obvious problem with a car. Restarts at all tracks will be single file.  On all tracks, with any restarts with 10 laps or less to go in the race, the restart will be single file, with all lead lap cars in front of all the lapped cars. Lapped cars must stay in line or go to the tail on restarts. Lapped cars must stay in the bottom groove at all times. Lead lap cars should never have to pass lapped cars on the inside. Make sure to leave plenty of room on the outside coming off the corner and going down the straights. The move over flag will be displayed. Any car ignoring the signals to yield the track, or that is passed more than once on the inside by a lead lap car, will be black flagged for a consultation and could be parked for the remainder of the race. Any car that has come off the racetrack will be allowed back onto the track if it passes necessary safety inspection and only during yellow flag conditions at Rocky Mountain Raceways.  Cars will be allowed back onto the track during green flag conditions at Magic Valley Speedway, Meridian Speedway and Stateline Speedway. No car will be allowed back onto the track unless directed by a RMCS official. If a car enters the racetrack without approval, it may be subject to the black flag.  There will not be assistance by a RMCS official allowed on track during racing events. This rule is intended for body repair or mechanical changes. Radio malfunctions or other minor issues may be addressed. No crew members or owners will be allowed on the track after racing event has started to work on the car. RMCS may require a spot inspection in a designated area at any time to look for fluids or at damage to determine extent of repairs necessary to remain on the racing surface.

Rough driving will not be tolerated. If contact with a car causes a yellow flag, all cars involved will be sent to the tail of the field. It will be up to the discretion of the Series Race Director as to the penalties for any incidents where contact is made between racing vehicles causing a yellow flag. If your car is smoking heavily, leaking fluid, or has any major parts dangling that could lead to a dangerous situation, you will be black flagged from competition until the problem is fixed. If you are black flagged, please remove yourself from the racing surface as quickly as possible and only enter the pits when they are open.

* In the interest of fairness, these procedures are subject to change at the discretion of the Race Director*
